The Construction Codes and Licensing Division regulates manufactured housing (mobile homes) and prefabricated buildings. It answers consumer inquiries and complaints regarding manufactured homes and prefabricated structures, plus provides training and education seminars for building officials, manufacturers, dealers and installers. The section is responsible for licensing manufactured-home manufacturers and dealers.

It also reviews plans and specifications of prefabricated buildings for compliance with the State Building Code to include building, plumbing, mechanical, electrical and energy. The section maintains installation seal requirements for installers of manufactured homes. It periodically inspects manufacturers of housing and prefabricated buildings for compliance with applicable, approved, quality-control procedures and the State Building Code.
